The survey involves more than 9000 civil and criminal matters in sub-ordinate courts across the country.
Around 66% of all the cases studied are property related litigations and 10% of the second largest chunk is the family matters.
In 64% the accused have been found to have been granted bail within a month of the arrest and another 14% within six months of arrest.
The SC in the past had supported the ‘bail is a rule, jail is an exception’ theory, preventing police to unnecessarily detain a person willing to co-operate and there fear of the accused running away from law.
